The article is centered around lnstruction No 3 on carrying out and maintaining of a register of the agricultural producers and the regulations related to its application. The term “agricultural producer” is explained, the conditions under which persons are registered as agricultural producers are specified, the various steps in the registration procedure are listed, as well as the state authorities that have powers in connection with this procedure.
The author reviews the legal consequences arising from the registration, the rights and obligations of the agricultural producers and the penalties in case of failure to observe their obligations, respectively.
Special attention is paid to the amendments to the cited Regulation, promulgated by the legislator in 2008.
