This project aims to identify and analyse the stages of the Bulgarian urban restitution. The paper represents a systematic and comprehensive periodization of the prevailing urban legislation as well as the principal characteristics of major restitution law and their social and economic projections. The author conceptualizes and maintains the theory that the complete restitution of urban properties leads solely to the emergence of estate owners whose restitution assets are not in use.
