The mechanical application of the same rules to animal welfare does not always produce the desired results. Although the topic of animal welfare is passed through specific legislation, there are areas where no specific EU legislation exists and also the existing general requirements are too difficult to apply. The diversity of farming systems, climatic conditions, quality of land in different EU Member States lead to considerable difficulties in reaching a consensus on uniform rules and even greater difficulties in ensuring their application. There is a need of simplification done by introducing more precise provisions in general rules directed to the basic factors that determine animal welfare.
