3. The procedure under art. 37 (aloua) in the CAP context and the problem of small farmers

This article links the CAP, the impact of EU secondary law and Bulgarian legislation, the distribution and access to property rights and how the latter affect farmers of different sizes in the country.

The fragmentation of property rights as well as the concentration of the resource can be indicators, on the one hand, for incorrectly guided competition through rules, which removes small farmers from the market and also from the agricultural sector.
