23. Local self-government and decentralisation in Bulgaria – state and tendencies

Resume

Effective decentralisation and well-functioning local government are based on the principles of subsidiarity, proportionality and multi-level governance. Subsidiarity as a political and legal principle is a decisive stimulus for decentralization, as powers are given to those levels that will most effectively apply them. The study focuses on the problems and challenges facing the decentralisation process in Bulgaria. In conclusion, some recommendations for balanced and efficient local self-government are outlined.
